Economic assessment of the rural territories human potential in a municipality

The features of the human potential functioning in rural areas of the municipality of the Krasnodar Territory are revealed. The importance of assessing and developing priorities for the effective use of the village human potential is proved, which is associated with the need to change adverse trends, including the rural areas depopulation, jobs lack, and often the social infrastructure unsatisfactory state. The main structural elements of the municipality’s human potential are systematized, including indicators of the availability and the labor and socio-cultural potentials use efficiency. The problems of rural areas are identified based on the example of the Leningradsky district municipality of the Krasnodar Territory, including the rural residents’ migration, the labor market narrowing, and the low level of wages. It has been established that there is hidden unemployment on the territory of the municipality, the level of employment of the rural population for 2021-2022 fluctuates between 68-70%, the natural population decline is growing (by 74.1%), while the migration gain is increasing (by 2.9 times). It has been proved that the integrated use and further development of the human potential elements of a rural area gives it the opportunity to achieve those indicators of socio-economic development that will allow solving the urgent tasks facing agriculture in terms of import substitution, import advance and the creation of export-oriented industries.
