Current trends in food independence and food affordability in the region

Geopolitical instability, the global financial crisis, economic sanctions against Russia exacerbates the problems of ensuring national food security. The purpose of the study is to develop theoretical and methodological approaches to assessing food security in the region, allowing problem areas identification in providing the population with necessary food and to identify the available reserves in the use of agricultural raw materials and food. The instrumental and methodological apparatus includes methods of structural and qualitative analysis and synthesis, methods of economic-statistical and system-functional analysis, computational and analytical developments, etc. The authors' proposals are implemented on the materials of the Stavropol Territory, which makes a significant contribution to providing the country's population with food. In the Stavropol Territory, the output of agricultural products in 2021 forms about 4% of the agricultural production in Russia. The export of agricultural raw materials and foodstuffs of the region is 1.5% of the total volume of export products of the country's agro-industrial complex. For the main types of food in the Stavropol Territory in 2017-2021 the achievement of the minimum necessary level of self-sufficiency is ensured. At the same time, self-sufficiency of the region in terms of grain 26 times exceeds the threshold level. At the same time, there is an insufficient level of consumption of pota toes, vegetables, fruits and milk in the region in comparison with rational norms for food consumption. In the current situation, in addition to the implementation of anti-crisis measures, special attention should be paid to structural reforms aimed at diversifying the economy and creating conditions for the dynamic development of rural areas. Important conditions for achieving the goals of import substitution are not only the excess of the growth rate of domestic production over the growth rate of external food supplies, but also the modernization of technologies and industries, increasing the competitiveness of domestic products, and improving the quality of life of the population.
