Of the State support organizational and economic mechanism improvement for the material and technical development of agriculture

The article is devoted to the development of proposals for improving the organizational and economic mechanism of state support for the material and technical development of agriculture in Russia. The dynamics of the main indicators characterizing the state of the material and technical component of agriculture in Russia is analyzed. It is determined that agricultural producers are experiencing a shortage of machinery and equipment and, due to the low level of solvency and the high cost of modern technology, and are forced to use outdated facilities. The analysis of the regulatory framework for the development of agriculture allowed us to establish that state provides significant support to agricultural producers - the main measures to stimulate the modernization of the material and technical base of agriculture are preferential agroleasing and preferential lending. The study showed that these measures of state support are not effective enough, since the withdrawal of technical means from production processes still exceeds the volume of their receipt. Preferential leasing and preferential lending in the field of reproduction of the material and technical base have a number of disadvantages. The result of the study was the development of proposals to improve the organizational and economic mechanism of state support for the material and technical development of agriculture in Russia: organization of further work to ensure the availability of loans for small and medium-sized enterprises, increasing the volume of financing of measures to subsidize lessors, etc.
