Breeder training in Russia

The breeder image as a scientist with functions to improve genetic material and to develop new varieties is outdated. Breeding has evolved into a field encompassing molecular genetics and genomics techniques for trait and population management, business and marketing strategies, and intellectual property protection. State breeding establishments have specific guidelines for their activities and are guided by different criteria for its effectiveness in comparison with private breeding companies. Increasingly, public sector specialists are moving to the private sector, therefore, the problem with the quality of training for modern breeding programs is growing. There is no separate professional standard “Plant Breeder” in Russia. The Agrarian University is called upon to perform the functions of educational, research and extensions, but there is no regulation of the lecture's share in each one. Bringing salaries up to 200% of the regional average is “achieved” mainly by transferring employees to non-core positions without changing functionality, reducing rates while maintaining the workload. The current system of regulation of the educational process does not allow domestic universities to respond promptly to the market requirements for the graduate qualifications. What is happening in the education system is the result of a peculiar understanding of the Bologna process by the ministries. It is concluded that the lack of breeders will remain one of the main factors holding back the development of the domestic agro-industrial complex.
