Seed potatoes market condition and development trends in Russia

The article substantiates the need for strain renovation and strain change in growing potatoes, since with prolonged use of one seed material, potatoes accumulate pathogenic viral diseases, leading to a decrease in its yield and marketability. Solutions to the problem of searching for high-quality seed material of higher reproductions for Russian agricultural producers are presented. A characteristic is given of the development of the system of potato breeding and seed production in the USSR and the reasons that influenced the deterioration of the situation in the domestic system of potato breeding and seed production in the 90s are described. The factors of unhindered entry of foreign producers of seeds and planting material to the Russian market and gaining the trust of Russian agricultural producers are considered. The import of seed potatoes to Russia was analyzed in the context of supplying countries. The leading countries in the structure of seed potato imports to Russia in physical and value terms, including Germany, Belarus and the Netherlands, have been identified. The import of seed potatoes in physical and value terms was analyzed in the context of federal districts and regions of the Russian Federation. The purpose of the subprogram "Development of selection and seed production of potatoes in the Russian Federation", approved by the Decree of the Government of the Russian Federation, is considered. Participants of the subprogram are presented, as well as scientific and production results as of January 1, 2022. State support measures are described to reimburse the costs of building breeding and seed production centers and encourage agricultural producers to purchase domestic potato seeds. The risks for producers purchasing potato seeds without certificates, licenses and other documents on the "gray" potato market are considered. The trends in the development of breeding and seed production of domestic potato varieties for the near future are determined.
