Comprehensive analysis and features of the of the financial potential realization in a depressed rural settlement

The article reveals the essence and peculiarities of the financial potential of a rural settlement, typical for depressed territories, including the absence of non-tax revenues and income from the use of municipal property, and chronic budget deficit. The article proves that the low level of financial potential development is accompanied, as a rule, by other signs of depressive rural territories that include high rates of depopulation, migration outflow, a significant gap between the average per capita incomes of rural residents and urban residents. The article proves that financial resources of economic subjects located on the territory of a municipality are an important component of the financial system of rural territories. It has been revealed that for the studied period 2017-2022 in the structure of revenues of Pervomaisky rural settlement there was an increase in subsidies to equalize the fiscal capacity of the settlement and a decrease in tax and non-tax revenues, the budget deficit was covered by the budget of the municipality of Leningradsky district. It has been established that the budget-forming enterprise in the territory of Pervomayskoye Rural Settlement is LLC "Agrofirma Competence", the share of revenues from which in the budget averaged 70.0% of the total tax revenues during the analyzed period. A significant decrease in the coefficient of financial independence of the budget of Pervomaisky rural settlement in 2021 compared to 2017 (from 0.865 to 0.459) correlated with the growth of its subsidization coefficient (from 0.074 to 0.479). The conclusion is that the attraction of investors, the development of municipal-private partnerships, participation in government programs of the Krasnodar Territory, the activation of grant activities will provide additional revenues to the municipal budget, which will strengthen the financial potential of the rural settlement.
