State regulation of agricultural development as a factor of ensuring food security of Russia

The article is devoted to the study of state regulation of agricultural development as a factor in ensuring food security in Russia. The conducted research made it possible to identify problematic aspects in the system of state regulation of agricultural development. These include reduction of state financial support to agricultural organizations within the framework of relevant development programs and projects; illiterate policy of innovative development of the material and technical base of agriculture; low efficiency of government measures to stimulate the influx of labor resources into rural areas. Based on the results of the study, a set of measures has been developed to improve the system of state regulation of the development of agriculture in Russia as one of the factors of ensuring the country's food security. The set of measures is: increasing the amount of financial support for the development of agriculture from the state; simplifying the access of agricultural producers to state support measures; development of agricultural risk insurance programs based on the regional yield index; activation of public-private partnership in the field of rural infrastructure development, etc.
