Development of the Russian Material and Technical Resources Agricultural Insurance System

One of the modern tools for protecting agricultural producers from financial losses is the agricultural insurance system. The study reveals the organizational and legal aspects of the functioning of the Institute of agricultural risk insurance in the Russian Federation. The authors analyzed the development dynamics of the agricultural insurance system of material and technical resources in Russia. It is determined that the country's agricultural insurance market largely depends on the state support level - the number of agricultural risk insurance contracts with the state participation has been continuously growing since 2019, and the number of contracts concluded without subsidies is decreasing. The problems of the development of the institute of agricultural insurance in Russia are among them: the lack of interest among potential policyholders in obtaining insurance services; the underdevelopment of the line of insurance products; gaps in legislation regulating insurance relations in the field of agriculture. Proposals improving the Russian material and technical resources agricultural insurance system have been developed: expanding the system of state support through the organization of the insurance system of lessees, increasing the policyholder’ financial literacy level, providing insurers with the opportunity to expand the list of agricultural risks and their inclusion in the insurance contract with state support, etc.
