Peasant (farm) enterprises development and state regulation in the Krasnodar Territory

The article substantiates the relevance of the chosen research topic, which is the increasing contribution of small agricultural business to the development of the agricultural economy. Small business takes an active part in the food supply of the inhabitants of Russia and is strategically important for ensuring the food security of the country. The article also presents analysis of the peasant (farmer) farms development in the Krasnodar Territory: a significant increase in the contribution of peasant farms and individual entrepreneurs to the total production of crops in the region in recent years has been demonstrated; revealed an increase in the number of peasant farms, the number of which today is 4.5 times more than the number of all agricultural organizations in the region. The authors also examined the levels of state regulation of agricultural production, demonstrated the tools of state support for agriculture within the framework of the state program of the Krasnodar Territory "Development of agriculture and regulation of agricultural products, raw materials and food markets." In the conclusions, the authors identify the problems of small agricultural business state regulation and substantiate the main directions for its improvement: prevention of a decrease in the volume of acreage and livestock production in the small business of the region; stimulating the development of small agricultural businesses based on innovation and digitalization, which will increase the competitiveness of small and medium-sized businesses; taking measures to level the disparity in prices for agricultural and industrial products. The latter hinders the innovative re-equipment of small agricultural production; strengthening the attractiveness of agricultural insurance with state support, which helps to reduce the riskiness of small agricultural business and increase its attractiveness for external investors; stimulating the development of cooperation of all kinds, a way to increase the access of peasant (farmer) households to technological and financial resources; expanding the access of small-scale agricultural business to credit and leasing resources, etc.
