Grain cluster formation as a factor of rural territories attractiveness increasing for young specialists

The human factor is an integral part of any production, as workers are the driving force of the production process. A study of the agro-industrial complex state showed that despite the positive dynamics of harvesting, agricultural producers are faced with the problem of the outflow of the rural population. The purpose of the study was to identify the reasons for the outflow of the rural population. The state pays attention to this problem and includes various tools for solving this problem in its programs. However, the outflow of the rural population persists. This trend negatively characterizes the living and working conditions in rural areas, which, in accordance with state programs for the development of agriculture, should be centers of attraction for specialists. The study made it possible to identify the main reasons for the outflow of the rural population and, on their basis, to put forward proposals for attracting young specialists to rural areas. The main role was attributed to the formation and sustainable development of the grain cluster, which will allow combining the efforts of agricultural enterprises, higher educational institutions and the state to attract young professionals to work in rural areas. Higher education institutions form the future specialists of the industry and are able to establish contact between agricultural enterprises that lack highly qualified specialists and students of higher educational institutions who are only at the beginning of their professional career. The formation of a grain cluster will create new jobs in this industry, increase its attractiveness and increase the share of innovative developments through close cooperation between the teaching staff of universities, students, agricultural enterprises and the state.
