Sustainable development mechanism of the breeding and seed production system in the region

The article discusses the following aspect - if in the days of the planned economy, scientific research was financed, there was a certain system of remuneration of labor, and especially for scientists of scientific degrees and titles, and scientists some-how put up with this, then with the transition to market relations, the nature of financing Research institutes, institutions of higher education has changed radically. With this, the motivation for creating new varieties of agricultural crops changed and started vanishing. Although in some regions of Russia there are good examples of the selection and seed production development, the country needs a scientifically developed system and, above all, a scientifically based system for stimulating selection and seed production workers. An important task is the training of qualified personnel - breeders for further successful promotion and work with domestic seeds. There are also good results in cereals selection and seed production, but this is due to the varietal policy and competent management of branch research institutes. The article also analyzes intellectual capital, from the moment of creation, promotion, to further evaluation of effectiveness and obtaining results. Analysis of the effectiveness of the seed production system should be based on mutually beneficial conditions for the scientist-breeder, seed grower and agricultural producer. Therefore, new approaches, new schemes for motivating scientists to develop certain objects of intel ectual property are needed. As studies show, it will take some more time to switch to sowing with domestic seeds as much as possible. It is necessary to set the main tasks for breeding and seed-growing enterprises, the solution of which will allow the system to develop quite steadily. Priority state financing of these tasks is also necessary.
