Legal and organizational and economic substantiation of the Krasnodar Territory agriculture transition to an innovative development model

The necessirty of intensive technologies application for cultivating crops that provide high yields determines the transition of agriculture in the Krasnodar Territory to an innovative development model. At the same time, the problem of soil fertility degradation, relevant for all types of soils, is widespread in all natural landscapes.The purpose of the study is to formulate the main problems of the Krasnodar Territory agriculture and substantiate the need for its transition to an innovative development model. Based on the analysis of the structure of sown areas in agricultural organizations of the Krasnodar Territory over the past 16 years and the actual indicators of perennial grasses and legumes sowing, it is concluded that there are increasing violations of scientifically-based zonal recommendations for ensuring a rational structure of crops.The necessity of designing the adaptive-landscape organization of the territory is substantiated as well as the development of farming systems taking into account the features of natural landscapes and agrolandscapes, which will provide a compromise between the resource potential of landscapes and the scale of intensive agricultural production. The features of the legal mechanism for regulating land relations in the field of the arable land fertility ensuring are considered. The incomplete institutional transformation of land relations in the course of modern land reform impedes the transition of agriculture to an innovative development model. It is concluded that there is a need for systematic monitoring of agricultural land in order to identify soil degradation processes, to developt and implement long-term plans for the use of agricultural land in municipalities of the region, taking into account the climatic features of natural and agricultural landscapes; to improve land legislation on the circulation and protection of agricultural land.
