Characteristics of rural areas state assessment methodological approaches

The key options designed to ensure the development of rural areas in the conditions of the modern economic situation are identified, which are the search for new directions of rural entrepreneurship, the creation of alternative forms of employment, the strengthening and training human capital that supports business and provides access to the necessary resources. It is noted that the assessment of these resources makes it possible to understand the prospects for the development of specific territories, the problems that hinder this development in the long term, to build a system of priorities and instruments of regional and municipal policy. The basic rules for the formation of a set of methods for assessing the level of rural areas development are proposed - consistency, complexity and multidimensionality of assessments, a combination of evaluation indicators in statics and dynamics, the use of regional differentiation of indicators, a unified system of indicators for dynamic and static assessments, the selection of indicators that are homogeneous in effect. The main methods of assessing the potential of rural areas, such as the analysis of individual components of the potential, economic and mathematical modeling, methods of expert assessments, point estimates, calculation of integral indicators, have been studied. The analysis of various approaches to the formation of a methodology for assessing the rural areas state s is carried out: focused on the targets set by the state; considering the functionality of the territory; concentrating on the areas of activity. The conclusion is that integral indicators should be used to comprehensively characterize the level and trends of rural development. The analysis of existing methods of the rural areas development level allowed finding that they do not provide justification for the selection of criteria for assessing resource potential, which causes a discrepancy in the results and the occurrence of situations when the same element of potential is evaluated by completely different indicators.
