Justification of the rural areas financing amount to achieve life standards quality indicators

The article is devoted to the study of problems hindering the modernization of the development of rural areas on the basis of timely and sufficient funding from various sources. Approaches to determining the need for the amount of funding to achieve in the relevant territory the normative values of indicators determined by the quality of life standards can be proactive and normative. The initiative approach involves the selection of projects based on the formation of application documentation by the applicant together with the authorized body of local self-government. A normative approach to determining the need for the amount of funding to achieve in the relevant territory the indicators determined by the quality of life standards will allow municipalities that do not participate in initiative budgeting to implement appropriate activities. On the basis of a system of normative indicators of quality of life standards, as well as a set of measures aimed at achieving it, algorithms have been developed for calculating the need for the amount of funding necessary to achieve in the relevant territory the indicators defined by the standards in the context of the main areas of life.
