Рublic-private partnership model in solving the staff problems of the agro-industrial sector

As a result of the study, it was found that against the background of the total rural population decrease (by 1.8% from 2015 to 2022), there are trends in the aging of the rural population and personnel employed in agricultural industries. 94% of employers experience a shortage of agricultural specialists. Today, the average age of specialists employed in agriculture varies in the range of 45-56 years, depending on the region. The problems of shortage of personnel in the industry are aggravated by the low level of development of social and engineering infrastructures in rural areas. About 42.2 thousand rural settlements - 28% of their total number in the Russian Federation - with a total population of about 1.8 million people have not connecting paved roads with a network of public roads. At the same time, there is a decrease in accessibility to health services in rural areas. For example, the number of central district hospitals decreased by 23% from 2005 to 2020, and over the same period the number of district hospitals decreased 131 times. The problem is aggravated by the unwillingness of graduates of agricultural universities to work in rural areas, low retention of young professionals. The analysis made it possible to identify the main directions of the strategy for the development of the personnel potential of the agro-industrial sector. It which includes improving the level and quality of life of the rural population, increasing the personnel potential of the agro-industrial complex, increasing the efficiency of its use, implementing a scientifically sound policy for the effective use of personnel potential in the agro-industrial sectors. Based on the analysis, a model of public-private partnership in the field of human resources development of the agro-industrial sector of the region is proposed.
