Agricultural households: trends and problems of development

Conducted study pays special attention to the consideration of the nature of households in rural areas as an important systemic factor in domestic agriculture. Discussed in detail the reasons for the existence of the phenomenon, peculiarities of functioning of personal plots in market conditions, strengths and weaknesses of this type of agricultural production. Based on Krasnodar region’s statistical information provided the production data of all major agricultural commodities in households over a number of years, identified dynamics and trends of these indicators. In the context of the ongoing transformation of the agrarian economy defined trends in approach to definition of the nature of the households, the loss of the qualities of "personality" and "utility" as well as the problems generated by this distinction of households and entrepreneurs. Proposed criteria for this distinction based on earned from farming gross income and size of used land. An important emphasis was also placed on the development of a complex of measures on state support of small forms of rural managing based on their cooperation, concessional lending and leasing, system of grants, assistance in marketing of products. Considered also some innovative solutions in this field on the example of Tula region. The implementation of these measures will contribute to the solution of the whole complex of socio-economic problems associated with rural regions in Russian Federation.
