People's enterprise - an important form of the small and medium business development in Russia

The issues on organization of people’s enterprises in the Russian Federation are considered in the article as an important factor in the development and efficiency of small and medium business.The conclusions are substantiated on the necessity of wide use of positive foreign experience on the creation of enterprises with the workers’ collective property. On the basis of a number of national companies’ successful activities and years of experience of such forms of industrial democracy in the countries of market economy the failure of the approach to the labor collective as an initially ineffective owner is substantiated. The authors analyzed the law of the Russian Federation of June 19, 1998 No. 115-93 "On peculiarities of the legal status of joint stock companies of workers (people’s enterprises)", marked its positive sides, analyzed the consequences of its adoption and made specific suggstions to improve the current legislation of the Russian Federation that regulates the establishment and functioning of national enterprises adaptive to the modern realities of economic activity in industry and agriculture.
