Current state and problems of effective functioning of sugar beet subcomplex

The modern problems of the development of the domestic sugar beet subcomplex are disclosed, including a low level of provision of producers with seeds of domestic selection, a low level of transfer of industry innovations, an unfair distribution of income in the chain of promoting products to the final consumer, a weak organization of secondary use of sugar by-products, high logistics costs, which, in in turn, hinders the expansion of the export potential of the domestic sugar beet subcomplex. Three main historical stages in the development of the sugar beet subcomplex of the country in 1990-2020 have been identified, which are conditionally divided into the periods of the formation of a market economy (1990-1999), the formation of a favorable investment climate for the development of the subcomplex in question (1999-2016) and the achievement self-sufficiency in sugar (2016 - present). The forecast of the yield of sugar beet up to 2030 was carried out, during which an upward trend of changes in this indicator was established, mainly due to the use of high-yielding varieties of crops and the widespread introduction of innovative technologies. An analysis of the efficiency of sugar beet production in agricultural organizations of the Krasnodar Territory was carried out, during which it was found that agricultural producers with an area of sugar beet crops of more than 750 hectares have advantages, which is associated with the possibility of saving in these conditions the main types of production resources and the use of high-performance equipment. Priority areas for improving the domestic sugar beet subcomplex have been identified, including overcoming the high dependence on seeds of Western selection, mastering industry innovations, organizing a fair distribution of income in the product value chain, as well as improving the logistics infrastructure.
