Methodology for estimating the efficiency of state regulation of Agriculture

The article discusses various methods and approaches to assessing the effectiveness of state regulation of agriculture, defines groups of indicators characterizing the effectiveness of state policy in the field of agriculture. A comparative characteristic of such valuation methods as cost estimation, a methodology for analyzing the efficiency of using budget funds, coefficient of the effectiveness of agricultural organizations taking into account state support use, the OECD indicators system, an aggregate support measure (AMS), targeted approach, the main advantages and disadvantages of various methods are highlighted. Based on the analysis, we propose a methodology for assessing the effectiveness of state regulation of agriculture based on a targeted approach.It proposes to calculate the following indicators: index of state program subprograms main target indicators achievement, indicator of financial indicators of the agricultural organizations activities, indicator of the State program budget financing effectiveness, on the basis of which it is proposed to find comprehensive effectiveness indicators of the state regulation of agriculture. The methodology is tested on the example of assessing the effectiveness of the State program of the Krasnodar Territory "Development of agriculture and regulation of agricultural products, raw materials and food markets." Based on the results obtained, we conclude that the state regulation effectiveness of agriculture in the Krasnodar Territory for the last year is reduced, and that it is possible to applying the proposed methodology for assessing the effectiveness of state programs in agriculture in other regions.
