Systematic evaluation of the effectiveness of Agrarian and Industrial Complex regulation

The authors note that state support for agriculture remains in the priorities of economic policy until 2025. The annual export of agricultural products is planned to increase to $45 billion before 2024, the number of employees in the field of small and medium-sized industrial business by 126.7 thousand people. In 2019, the amount of support under the State Program will be 302.2 billion rubles. The changes are planned in the order of providing a "Single subsidy" and compensating for direct costs incurred, as well as in the insurance mechanism with the participation of the state. The authors propose to determine the role and importance of the instruments of state support, using the grouping of indicators on subsidies, sectoral development, profit from sales and cost recovery. According to the authors, it is very important to observe the principle of equal access to federal and regional budget sources for all participants of production. The unfair subjective distribution of the financial flow of state support in favor of a larger and more effective management significantly increases the probability of bankruptcy of other, especially small and medium-sized participants in agricultural production. A system of indicators is also proposes to assess the effectiveness of state support of agriculture of the 10 most important criteria, including productivity, the number of high-efficiency jobs created, the level of tax revenues and others. The calculated indicators of the efficiency of state support for financial investment subsidies are given, focused on the final result of the actual and project options. Studies of the authors have shown the practice of a significant spread of opportunities for the use of state support for agriculture: about 75% of agricultural producers were not able to take advantage of state support, on the other hand, about 12% of the households that received state support compensated for more than 10% of the costs of agricultural business through budget financing, which was a significant drive in the formation of not always a positive factor of the gap in the efficiency of agricultural production.
