Agricultural land market in Krasnodar Territory

The purpose of the study is to analyze the agricultural land market in Krasnodar Territory, determine reserves and prospects for its development. It is established that the land market is a special institution in market economy, which must have its own legal basis, infrastructure, limitations of functioning, development prospects. Land in market economy becomes part of a fixed capital and a real estate object, acquires the properties of a commodity and participates in transactions of purchase and sale, lease, donation, mortgage and others. Land resources are the most important part of the resource potential of agricultural organizations. The land market has its own characteristics in comparison with other types of markets, due to the characteristics of the goods - land plots. Through transactions on the land market, there is a redistribution of ownership rights to land plots. To assess the activity of the land market, indirect parameters were used - the change in the area and ownership forms of agricultural land over the years. It is established that as a result of purchase and sale transactions on the secondary land market, agricultural land is reduced due to an increase in the area of land of settlements, a decrease in the area owned by citizens and an increase in the ownership of legal entities. The area of agricultural land unused in agricultural production due to non-formalized legal relations has been determined, these are unclaimed land shares and lands of the redistribution fund that have not been leased with a total area of 171.5 thousand hectares. It is proposed to consider them as a reserve for the development of the land market. They can be put on the land market after the procedure for establishing ownership rights, provided that they are included in agricultural production without changing the category and type of permitted use.
