The arising risks during the implementation of public-private partnership projects

The development and modernization of infrastructure facilities created preconditions for the unification of state and private capital in Russia. In this regard, the form of interaction between the state and business on the basis of public-private partnership (PPP) is becoming more widespread. The state, seeking to improve the quality of organization and management in conditions of a certain limitedness of resources, actively attracts funds from private structures. Business representatives are taking the initiative in investing their assets in new facilities in an increasingly competitive environment. The interaction of public and private business carries with itself quite serious risks of a legal, economic and technical nature. At present, most of the funding for physical culture and sports facilities in the resort city of Sochi is carried out at the expense of regional and federal funds. In 2020, 88% of investments were made from budget sources. At the same time, there is a tendency towards the growth of extra-budgetary funds for sports, and a stable effective demand for various sports services is gradually formed on the market. In the article, the problem of urban social infrastructure development is considered on the example of the completion of the construction of a low-budget sports complex using PPP. The required investment is 20 million rubles. Analyzing the risk situations arising in making concession deals, we concluded that the Russian Federation does not have a unified development strategy at the state level and a sufficient legal basis, as well as a unified scientific approach and practice in relation to risk management in PPP projects, which is a serious problem in their implementation.
