Тhe role of state support in the development of the dairy sub-complex of Russia

The purpose of this study is to determine the most promising measures of state support for the dairy subcomplex and their role in its development. For this purpose, an analysis of the industry development was conducted, which revealed that the increase in raw milk production in Russia in recent years (+4.7% in 2019 to 2013) occurs against the background of a reduction in the number of cows (+5.1% in 2019) and an increase in their productivity (+19.8% to 4663 kg of milk per cow). In addition, the driver of the increase in production is the policy of import substitution carried out by the country's leadership (the share of imported milk and dairy products consumed in our country has decreased from 24 to 17%) and the tendency to strive for a healthy lifestyle for an increasing part of the country's population. As a result, three main directions of development of the dairy subcomplex of Russia are identified: growth of the population's solvency, import substitution policy, state support. The correlation between milk production and per capita income is 0.77, which indicates a strong direct relationship. On the basis of correlation and regression analysis revealed that the greatest impact of the increase in production volumes in the industry provide support for breeding of cattle of dairy direction, the compensation of direct costs incurred for the creation and modernization of livestock farms dairy, the subsidization of interest rates on short-term loans and subsidies per 1 kg of sold commodity milk. Focusing the allocated funds on these areas of state support will make it possible to significantly increase its effectiveness and increase the volume of milk and dairy products produced in the country.
