Compromise tariff formation as one of the bases of development of the housing and communal complex of rural areas

The method of tariff formation in the Russian housing and communal services for a long time remained one of the most serious problems of the industry. Using the traditional method of calculating the amount of tariffs for housing and communal services provided to the population and enterprises, the so-called «cost plus» approach was applied, which consists in a simple summation of the cost price of a service with a premium that was set directly by a particular housing and communal enterprise within the maximum and minimum values. The analysis of this approach made it possible to draw a conclusion about its nonoptimality and the need to develop an integrated methodology for tariff formation in the housing and communal services, the use of which will increase its investment attractiveness, will take into account all the features of its functioning and will help to achieve the optimal amount of tariffs for housing and communal services for all participants in housing and communal services relations. The conducted researches have shown that the features of the housing and communal sector do not allow talking about the possibility of calculating the «optimal» tariff rate; Also, in the current conditions in the territory of the Russian Federation, tariff methods that are successfully used abroad (for example, the method of reinvested capital) cannot be used. The correct approach to housing and communal tariff formation is the calculation of compromise tariffs, the size of which takes into account the interests of consumers of services, resource-supply organizations, public authorities and investors. The authors analyzed the housing and communal services, as well as a pre-forecast estimate of tariffs for housing and communal services, developed a comprehensive methodology for compromise tariff formation in housing and communal services and examined its advantages over the traditional.
