The concept of delineation of powers between levels of power and its improvement based on the Krasnodar Territory

The research topic relevance is conditioned by the necessity of identification of relations development trends between the Federation, regions and municipal formations, which are characterized by numerous challenges in terms of distribution of functions between levels of government, creates differences in the fiscal capacity of the territories and are obstacles to equal receipt by citizens of social and medical assistance, education and quality rendering of state and municipal services. The aim of the study is to review theoretical and methodological foundations of improving intra-subject relations of differentiation of conducting subjects and powers, interbudgetary relations. At present, there is a need to revise a number of powers of the Krasnodar Territory: to implement cultural and recreational services for the population; on the establishment of fees for supervision and care of a child, levied on the parents (legal representatives), and its size; on reimbursement of expenses related to the provision of social support measures for pedagogical workers; on setting prices and tariffs for utilities; to support the development of industry. Analysis of the concept of the modern state principles of separation of powers and responsibilities between levels of government has made it possible to identify a number of important provisions affecting the process of improving relations between levels of power. The carried out research led to the conclusion that the revision of a number of powers will not only effectively allocate responsibility for financing powers at levels of state power, but will also help create incentives for conducting rational budgetary policy at the local level, developing and effectively using the tax potential of the municipality, increasing efficiency of budget expenditures and minimization of counter financial flows.
