The institutional forms and mechanisms of business participation in socially significant and infrastructure projects implementation from the perspective of economic theory

The theoretical aspects of the economic rationale for the active participation of business in the implementation of socially significant and infrastructural projects were examined. The author shows that the needs of the national and regional economy in the production of public goods can not be covered exclusively from budget sources. In the structure of investments in the fixed capital of the Krasnodar Territory the budgetary funds in 2012 were 23%, in 2016 - 27,5%. The significant contribution of business to the socio-economic development of its territories leads to a number of negative consequences. The dynamics of the commissioning of infrastructure facilities testifies to the increase in high-yield assets of export-oriented production wells of oil and gas, trunk gas pipelines and outlets from them, federal trunk oil pipelines and regional trunk oil pipelines. The structure of investments in the development of infrastructure objects requires correction taking into account social and environmental efficiency. State regulation and support of private initiatives in the implementation of investment projects desings modern institutional forms of socially responsible business. The basis of the conducted analysis is the evolutionary-institutional methodology of economic researches, according to which the forms of business participation in socially significant investment projects are ranked according to the degree of formalization of the relations supported in them. Conceptual provisions of the formation of an effective institutional mechanism of public-private partnership, social investment and socially responsible entrepreneurship are formulated. It is shown that the role of a commercial firm as an initiator, partner, investment project executor and its importance in the economic development of the region and the local community depends on its scale, stage of the life cycle, industry.
