Definition of the sustainable rural areas development regulation priorities (the Omsk region taken as an example)

Forming of conditions for ensuring sustainable development of the rural zone today is one of the major goals of state social and economic policy achievement of which will raise agrarian economy competitiveness, welfare of citizens and will ensure food security of the country. For effective management of social and economic processes in the rural zone complex assessment of their condition, diagnostics of different factors influence on the level of social and economic development are necessary. The process of sustainable development management optimization consists, firstly, of the specific purposes choice (priorities) which will form a basis for practical actions within a planning system of social and economic development. Determination of the priority trends for the purpose of sustainable social and economic development is based on identification and a quantitative impact assessment of factors (basic indicators) on an integrated indicator of social and economic development level in compliance with the offered multi-level factorial model. On the basis of factors diagnostics results according to the offered multi-level model the significant factors are revealed most significantly influencing the level of social and economic development of municipal districts of the Omsk region. Problems of employment and the income of the population, increase in efficiency of rural economy are the most urgent, extent of these factors influence on integrated indicator of social and economic development level of municipal districts is much higher than of the other revealed factors. Diversification of rural economy, agricultural enterprises expanded reproduction, technological updating of industries in the Agrarian and Industrial Complex is one of the main ways of ensuring sustainable development of the rural zone, promoting profitability of agricultural producers and population welfare growth.
